They are a less elegant way of presenting your pictures, but if you only have a few pictures, this would be the way to go. Many picture book publishing companies will have guided idea pages or templates without a charge, but when it comes to editing content, such as tributes, or reducing red-eye and cropping, there is usually a small fee involved.
